Regulation and Licensing
Gambling Act of 2009 and the Minister of Finance decrees regulate online games in Poland. Local operators (sites with the .pl domain) receive permission for virtual bets and lotteries: they cannot provide slot machines and card games to participants.
The license for a virtual casino in Poland is called «for sites». The legislation regulates the order, the volume of data archiving, the information and communication technology system, controls the game's course, and the number of possible wins — payments records sent to the tax office.
The licensee's authorized capital should be 4 million zlotych for land and online casinos and 2 million zlotych for bets and bingo.
To open an online casino in Poland, the supplier must:
- conduct software certification;
- provide documents in Polish, certified by a notary public;
- confirm the security of the players.
Documentation is considered six months from the date of application. A positive result is an approval by the Minister of Finance of Poland.
